…As I’ve always said, families are immeasurably important. And when I talk about families, I don’t just mean the married with two children model. Yes, I am pro-commitment, back marriage and think it’s a wonderful institution. But to me, a strong family is defined not by its shape, but by the love and support that’s in it – and we need to be there for all of them.
It’s not just that family is so important to our personal life – which most of us feel in our gut – it’s that they are so important to our national life too.
The seeds of so many social problems – as well as success stories – are sown in the early years. Family is where people learn to be good citizens, to take responsibility, to live in harmony with others. Families are the building blocks of a strong, cohesive society.
This isn’t a hunch. A whole body of evidence backs it up.
When parents have bad relationships, their child is more likely to live in poverty, fail at school, end up in prison, be unemployed later in life.
It would be wrong for public policy to ignore all this.
No one who wants to tackle some of our deepest social problems – and the massive economic costs they bring – has a hope unless they understand the importance of family…

It starts with families. I want to make this the most family-friendly government the country has ever seen. More childcare. More health visitors. More relationship support. More help with parenting. And for the 120,000 families that are most troubled - and causing the most trouble - a commitment to turn their lives around by the end of this Parliament.
Today I can announce this: a new focus on the 65,000 children in care. Do you know how many children there are in care under the age of one? 3,660. And how many children under the age of one were adopted in our country last year? Sixty. This may not seem like the biggest issue facing our country, but it is the biggest issue for these children. How can we have let this happen: we've got people flying all over the world to adopt babies, while the care system at home agonises about placing black children with white families.
With the right values and the right effort, let's end this scandal and help these, the most vulnerable children of all. But for me, leadership on families also means speaking out on marriage. Marriage is not just a piece of paper. It pulls couples together through the ebb and flow of life. It gives children stability. And it says powerful things about what we should value. So yes, we will recognise marriage in the tax system.
But we're also doing something else. I once stood before a Conservative conference and said it shouldn't matter whether commitment was between a man and a woman, a woman and a woman, or a man and another man. You applauded me for that. Five years on, we're consulting on legalising gay marriage.
And to anyone who has reservations, I say: Yes, it's about equality, but it's also about something else: commitment. Conservatives believe in the ties that bind us; that society is stronger when we make vows to each other and support each other. So I don't support gay marriage despite being a Conservative. I support gay marriage because I'm a Conservative…

On September 22, 2009, the Vatican was accused by the United Nations Convention on the Rights of the Child, of covering up the child sexual abuse cases, and allowing the child sexual abuse of children to continue violating their obligations under Intentional Law. It was called “…a complete failure to take responsibility.” The Vatican’s UN representative Archbishop Silvano Tomasi’s response was incoherent that stunt many people as recorded, by several media news reporters, “Tomasi alarmed observers by reading an official statement that claimed up to 5 percent of the Catholic clergy worldwide had been linked to sexual abuse and that this was primarily the result of homosexual attraction not pedophilia…”

The extent of child abuse within the Catholic Church is well known. What we are addressing here, however, is the reaction of the Church authorities over which the Holy See exerts control.
1. Victims have been accused of lying, even in the face of strong evidence to the contrary.
2. The Church has covered up allegations, and generally failed to inform the civil authorities, even when obliged to do so. Moreover, dioceses have frequently moved alleged abusers from one location to another, resulting in repetition of the abuse.
3. Clerics implicated in concealment have been permitted to remain in office, such as Bernard Law, Archbishop of Boston who still enjoys papal support as archpriest of a papal basilica in Rome, and is still a cardinal.
4. The Church has argued that the problem was minor, [that it did not know the true extent of the problem, or was ignorant of the nature of child abusers or of their recidivist tendencies] yet the scale of the problem has been known to the Church since at least the 1980s.
5. Every possible step has been taken by the Church to minimise both criminal sanctions and the amount of compensation it paid.
6. [“Gagging” clauses are routinely imposed as part of the settlement of cases.]

· That appears to be the Vatican’s newest defense of its ongoing child sex-abuse scandal.
· Responding to criticism, Catholic Archbishop Silvano Tomasi, the Vatican’s representative to United Nations organizations in Geneva, read a statement on September 21 to the U.N. Human Rights Council, noting that reports of sex abuse were common in the Jewish community and that most of the American churches being hit by sex abuse allegations were Protestant… (No reputable studies exist that quantify rates of child sexual abuse by religious leaders in the Jewish community.)…
· Tomasi’s statement came in response to an accusation…that the Catholic Church had covered up child abuse and was in breach of several articles under the Convention on the Rights of the Child…
· Over the past decade, thousands of Catholic priests around the world have been accused of molesting children and the Church has spent hundreds of millions of dollars to settle sex-abuse lawsuits. The litigation exposed a far-reaching cover-up of child sexual abuse by the Church hierarchy, which included transferring pedophile priests to new parishes and intimidating victims and their families into silence...
· Tomasi’s statement also drew a bizarre distinction between pedophilia and “ephebophilia,” which he defined as a “homosexual attraction to adolescent males.”
· The organization that originally criticized the Church to the U.N. council…characterized Tomasi’s reply as “comprehensively missing the point.”
· “No doubt there are abusers in all walks of life, but our point was not the abuse itself but the cover-up in which some of the highest officials of the Church were implicated,” the IHEU said.
· Attorney Irwin Zalkin said he was unsurprised by the Vatican representative’s remarks. Zalkin has represented hundreds of victims of sexual abuse in lawsuits against the Catholic Church.
· “They just don’t get it. There’s still a complete failure to take responsibility,” Zalkin said. For centuries, he said, Catholic leaders have tried to sweep under the carpet the problem of child sexual abuse. “The sin of scandal far outweighs, in their institutional response, any concern for the safety of children. That has been the problem.”

Wednesday in Geneva, Vatican representative to the United Nations Archbishop Silvano Tomasi defended the Church against accusations of irresponsibility in the face of child sexual abuse. But in his passionate defense, Tomasi alarmed observers by reading an official statement that claimed up to 5 percent of the Catholic clergy worldwide had been linked to sexual abuse and that this was primarily the result of homosexual attraction not pedophilia…
It’s unclear what “available research” the Vatican was citing. Outside the Church, it has been suggested that girls are more often the victim of abuse than boys, at a ratio of roughly 4 to 1. Why that ratio would be reverse and lopsided in the Church is difficult to figure…
Keith Porteous Wood, accused the Church of covering up child abuse and being in breach of several articles of the Convention on the Rights of the Child…Wood said the Holy See had not contradicted any of his accusations.
“The many thousands of victims of abuse deserve the international community to hold the Vatican to account, something it has been unwilling to do, so far. Both states and children’s organisations must unite to pressurise the Vatican to open its files, change its procedures worldwide, and report suspected abusers to civil authorities.”

A 1997 letter from a Vatican official advising Irish bishops not to report suspected child abuse cases to the police has sent shockwaves across the Catholic world.
To child abuse victims, it’s the “smoking gun” that proves what they have claimed all along: that the Vatican actively tried to prevent criminal investigations against sexually abusive priests by instructing bishops not to report them to the police…
…The Vatican letter instructed bishops that abuse allegations and punishments were to be handled within the church through canon law. It warned that bishops who tried to pursue charges outside of canon law could have their actions overturned on appeal in Rome.
The newly revealed document undermines what the Vatican has said for years – that it never instructed local bishops to withhold evidence of suspected crimes from the police. It could be used as crucial evidence in multi-billion dollar lawsuits against archdioceses in the United States and across the world…

Victim: letter shows cover-up
But Colm O'Gorman, a survivor of clerical sexual abuse and founder of the Irish charity One-in-Four, said that it’s time the Catholic Church took responsibility for its mishandling of thousands of abuse cases.
“It’s just not credible to dismiss the letter because it’s 14 years old. It was 1997, not 1597, and nothing has changed since,” O’Gorman told msnbc.com. “This letter is important for a number of reasons: not only because it shows that the Vatican tried to cover-up abuse cases in Ireland, it also proves that Pope Benedict XVI was dishonest in his handling of the scandal.”

No “Checks and Balances”
A major problem with the hierarchical structure of the Roman Catholic Church is that there are no “checks and balances.” When the necessary “checks and balances” are not in place to protect any organization, it leaves “not making waves” the rule that governs the hierarchy and opens the way to many devastating mistakes harmful to everyone and allows corruption to grow.
The following statements are harsh statements, but unfortunately they are heavily documented. (1) Benedict XVI and his hierarchy failed to protect children from child sexual abuse for decades. (2) They mistreated and intimidated the victims and their families who came to report the child sexual abuse, in order to cover up publicity of any child sexual abuse. (3) They failed to protect children by repeatedly reassigning the child sexual abusers to assignments where children would be present. New allegations of sexual abuse surfaced in the U.S. after a U.S. grand jury accused the Archdiocese of Philadelphia of failing to stop the sexual abuse of children more than five years after another grand jury report documented abuse by more than 50 priests.
These new allegations have brought the issue of sexual abuse by priests into the limelight.
The New York Times says in October 2010, the U.S. fell in the Annual Corruption Survey. According to the U.S. Department of Justice's Office of Tribal Justice, American in the United States, Roman Catholic archdioceses have collectively paid some $2 billion in settlements to victims since the priest sex scandals first erupted in Boston nearly a decade ago. In 2011, a Roman Catholic diocese in Delaware agreed to settle 142 claims of sexual abuse by priests for $77 million. Later that year, two Roman Catholic priests, a former priest and a Catholic school teacher were charged with raping young boys. 78% of the victims of sexual abuse in U.S. churches were between the ages of 11 and 17.
Time and again the Roman Catholic Church has been forced to defend itself against charges that top officials tried to cover up cases of child sexual abuse by priests.
Pope Benedict XVI himself has not been spared from these charges, especially for his actions as an archbishop and as the head of a Vatican watchdog group.

Angry Ireland finally confronts Vatican over abuse – 7/21/11
(AP) DUBLIN - From the pews and pulpits, Ireland's Catholics are demanding that the Vatican finally come clean on its oversight role in child abuse cover-ups.
It's a revolution of sorts in Ireland, a nation founded on a pillar of devotion to Roman Catholicism, where many now question the church's role in a rapidly changing society. For decades Irish leaders let archbishops vet proposed laws, declared they were Catholics first and Irishmen second, and saw crossing the church as a surefire way to lose office.
The Irish are broadly lauding this week's thunderbolt from Prime Minister Enda Kenny, who denounced the Vatican's role in the past 17 years of abuse scandals. He accused the Holy See of downplaying "the rape and torture of children" and hiding behind its status as a sovereign state with its own secrecy-obsessed canon laws…
"It's a landmark speech in emphasizing that Ireland's historic deference to the Vatican, and to the Catholic Church generally, is over," said Diarmaid Ferriter, professor of modern Irish history at University College Dublin.
Even Ireland's priests, dismayed by their church leadership, voiced support for Kenny's attack on the Vatican.

VATICAN CITY — Cardinals across Europe used their Holy Thursday sermons to defend Pope Benedict XVI from accusations he played a role in covering up sex abuse scandals, and an increasingly angry Vatican sought to deflect any criticism in the Western media.
The relationship between the church and the media has become increasingly bitter as the scandal buffeting the 1 billion-member church has touched the pontiff himself. On Wednesday, the church singled out The New York Times for criticism in an unusually harsh attack.

The Pope’s preacher today likened recent attacks on the pontiff over the Catholic sex abuse scandal to the “most shameful acts of anti-Semitism”.
The controversial intervention by Father Raniero Cantalamessa, preacher to the papal household, came as one Catholic leader attempted to draw a line under the affair.
In Germany Archbishop Robert Zollitsch, chairman of the German Bishops' Conference, said that the Church had committed serious mistakes and done too little to help the victims of priestly abuse.
“The caring responsibility towards the victims was insufficient in the past because of our own disappointment at the painful failure of the perpetrators, and out of a falsely understood concern for the standing of the church," he said.
But in Rome, as the Pope prepares to make a major address to the world for Easter Sunday, the Vatican is fighting back…

How in the name of God can the Roman Catholic Church put the pedophilia scandal behind it?
I do not invoke God's name lightly. The church's problem is, above all, theological and religious. Its core difficulty is that, rather than drawing on its Christian resources, the church has acted almost entirely on the basis of this world's imperatives and standards.
It has worried about lawsuits. It has worried about its image. It has worried about itself as an institution and about protecting its leaders from public scandal. In so doing, it has made millions of Catholics righteously furious and aggravated every one of its problems.
So instead of going away, the scandal keeps coming back - lately, in a form that seems to challenge Pope Benedict XVI himself. It was sickening to read Thursday's New York Times story reporting that Vatican officials "did not defrock a priest who molested as many as 200 deaf boys, even though several American bishops repeatedly warned them that failure to act on the matter could embarrass the church."
In Germany, the pope's home country, more than 300 victims have come forward in recent weeks, and Chancellor Angela Merkel, whose party has Catholic roots, called the scandal "a major challenge for our society."
…The church needs to show it understands the flaws of its own internal culture by examining its own conscience, its own practices, its own reflexes when faced with challenge. Earlier this week, I was privileged to attend a screening of Alex Gibney's latest piece of documentary brilliance, "Mea Maxima Culpa: Silence in the House of God." It's released today. To be honest I want to see it one more time before writing a length about it. It's about the Catholic Church's sexual abuse crisis - and the criminal conspiracy reaching right to the current Pope that will one day surely bring the whole house of cards down, so that the church can be rebuilt amid the ruins created by deeply sick and psychologically crippled men at its core. No one is more implicated in covering up this institutionalization of sexual abuse and secrecy than the man who controlled and oversaw every single case of clerical sex abuse in the world from 2001 onwards: Pope Benedict XVI, who knows more than anyone else on the planet about the horrifying psycho-sexual truth beneath the ermined, bejewelled veneer.
One feature of this last election was the complete failure of the Vatican hierarchs to dictate the vote to the flock. American Catholics voted for Obama over Romney. The docile fools in dresses - from Dolan to Chaput - were ignored as they now routinely are, and should be. They actually think they still have moral authority. But moral authority has to be earned with each generation, and the corruption in the Vatican is so deep and so rotten and so incapable of self-reflection it has effectively created two Catholic churches in America: those few in the pews who still listen to the bishops and those who exist almost in a parallel church, focused on their own parish, their own priest, and their own faith, which remains, for many of us, undimmed…

The letter, written under the letterhead of the Congregation for the Doctrine of the Faith, is businesslike in structure and tone, and even its more personal touches have a formal, perfunctory feeling to them. Thus Ratzinger addresses Hunthausen as “Your Excellency” (a politeness convention) and his words of praise for Hunthausen are often indirect, coming forth as opinions voiced by others: “Numerous people spoke of your laudable and conscientious efforts to involve the laity in the work of the Church… You have been repeatedly described as a man of Gospel values…”
The letter is unfailingly polite (strategy of courtesy). Not once does Ratzinger criticize Hunthausen directly. This is something of a feat, because the letter is full of bad news for Hunthausen (an abundance of problems in the archdiocese are identified), and that bad news amounts to a thoroughgoing critique of the pastoral ministry he has overseen. Ratzinger’s politeness strategy involves first providing a cushioning layer of introductory comments which make a case for the Vatican’s rationality and fairness (many were consulted, the information was carefully assessed, “extremist” opinions were dismissed out of hand), then praising Hunthausen (“There are many indications that you have striven with heart and mind to be a good bishop…”), and finally smoothing out the critique with euphemisms (“visit” /“visitation” for investigation; “it has been our purpose to assist you” – emphasis mine) and sentence constructions that avoid the assignment of culpability (“It is important that the nature and mission of the Church be taught in their entirety” – who has failed to do this?). A notable disjuncture in the letter lies in the fact that what praise there is goes to Hunthausen personally (with no direct blame), whereas the assessment of the archdiocese itself contains only criticism (and no praise)… page 8

LARRY CRAIG's anti-gay hypocrisy – Aug. 30, 2007
If Larry Craig were held to the standard of sexual conduct he imposes on the U.S. armed forces, he'd be out of his job.
Fourteen years ago, in his first term as a Republican senator from Idaho, Craig helped to enact the military's "don't ask, don't tell" policy. It stipulates:
A member of the armed forces shall be separated from the armed forces under regulations prescribed by the Secretary of Defense if one or more of the following findings is made and approved in accordance with procedures set forth in such regulations: (1) That the member has engaged in, attempted to engage in, or solicited another to engage in a homosexual act or acts unless there are further findings … that the member has demonstrated that—(A) such conduct is a departure from the member's usual and customary behavior; (B) such conduct, under all the circumstances, is unlikely to recur; … [and] the member does not have a propensity or intent to engage in homosexual acts.
…According to the report filed by the officer who arrested Craig at the Minneapolis airport in June, Craig stood outside the officer's bathroom stall for two minutes, repeatedly looked at the officer "through the crack in the door," sat in the stall next to the officer, tapped his foot, and gradually "moved his right foot so that it touched the side of my left foot … within my stall area." Craig proceeded to "swipe his hand under the stall divider for a few seconds" three times, palm up, using the hand farthest from that side of Craig's stall. Most of these gestures, the officer explained, were known pickup signals in a room known (and hence under surveillance for) public sex. When the officer took Craig outside and told him so, Craig claimed he had been reaching down with his hand to retrieve a piece of paper from the floor. The officer wrote that no such paper had been on the floor…
…I feel sorry for Craig. I hate the idea of cops going into bathrooms and busting people for coded gestures of interest. I'd rather live, let live, and tell the guy waving his hand under the stall to buzz off. But that's not the standard Craig applies to others. Any gay soldier, sailor, airman, or Marine who admitted to doing what Craig has admitted would, at a minimum, lose his job for violating DADT. In fact, many have been kicked out for less.
Most people think "don't ask, don't tell" means that if you don't announce that you're gay, you can keep your job. It should mean that. But in practice, if you don't tell, the military can—and often does—investigate and interrogate you until you're forced to tell.

…One of the greatest formative experiences of my life preceded Harry Potter, though it informed much of what I subsequently wrote in those books. This revelation came in the form of one of my earliest day jobs. Though I was sloping off to write stories during my lunch hours, I paid the rent in my early 20s by working at the African research department at Amnesty International’s headquarters in London.
There in my little office I read hastily scribbled letters smuggled out of totalitarian regimes by men and women who were risking imprisonment to inform the outside world of what was happening to them. I saw photographs of those who had disappeared without trace, sent to Amnesty by their desperate families and friends. I read the testimony of torture victims and saw pictures of their injuries. I opened handwritten, eye-witness accounts of summary trials and executions, of kidnappings and rapes…
…Every day, I saw more evidence about the evils humankind will inflict on their fellow humans, to gain or maintain power. I began to have nightmares, literal nightmares, about some of the things I saw, heard, and read…
…Unlike any other creature on this planet, humans can learn and understand, without having experienced. They can think themselves into other people’s places…
And many prefer not to exercise their imaginations at all. They choose to remain comfortably within the bounds of their own experience, never troubling to wonder how it would feel to have been born other than they are. They can refuse to hear screams or to peer inside cages; they can close their minds and hearts to any suffering that does not touch them personally; they can refuse to know.
…I think the wilfully unimaginative see more monsters. They are often more afraid.
What is more, those who choose not to empathise enable real monsters. For without ever committing an act of outright evil ourselves, we collude with it, through our own apathy…
