Worthiness to Receive Holy Communion. General Principles
In June 2004, five months before the U.S. presidential election, Cardinal Ratzinger sent a letter to Cardinal Theodore McCarrick of Washington, D.C., and Bishop Wilton Gregory of the U.S. Conference of Catholic Bishops on the question of whether it is permissible to deny communion to Catholic politicians whose positions on abortion and other issues contradict church teachings.

Cardinal Ratzinger served as prefect of the Congregation for the Doctrine of the Faith, which oversees Roman Catholic Church doctrine, prior to his appointment as pope. The following documents were issued by the Congregation during his tenure.
1. Letter to the Bishops of the Catholic Church on the Collaboration of Men and Women in the Church and in the World (July 31, 2004)
This letter speaks to the "active collaboration" between men and women in society, the family and the Church.
2. Considerations Regarding Proposals To Give Legal Recognition To Unions Between Homosexual Persons (July 31, 2003)
This document emphasizes the protection and promotion of marriage as the foundation of the family and the stability of society.
3. Doctrinal Note: The Participation of Catholics in Political Life (January 16, 2003) This Note is directed to the bishops of the Catholic Church and to "Catholic politicians and all lay members of the faithful called to participate in the political life of democratic societies."

Vatican Instructs Legislators On Gays Backing Marriages Called 'Immoral' - Washington Post, August 1, 2003
          The Vatican fired a booming shot yesterday in the rapidly escalating political battle over gay marriage, issuing specific instructions for Catholic lawmakers to oppose any effort to give legal status to homosexual unions.
          According to the Congregation for the Doctrine of the Faith – the Vatican's agency for policing Roman Catholic orthodoxy - "the Catholic law-maker has a moral duty to express his opposition [to gay marriage] clearly and publicly and to vote against it. To vote in favor of a law so harmful to the common good is gravely immoral."

          …When Bush rejected the Vatican's moral criticism of the U.S.-led invasion of Iraq a year ago, he was criticized for not listening to the pope. Now, however, that Bush has solicited the Vatican's help on "culture of life" issues, especially the anti-gay marriage push, he's blasted for mixing religion with politics.
          This perhaps goes to show that where one draws the line on church/state separation often has a lot to do with what one thinks of whatever the church, or the state, has to say.

…Likewise, conservative "pro-life" Catholic bishops wrote letters to their parishioners articulating anti-Kerry and pro-Bush positions. Thus, below the media radar, there was something like religious revivalism that turned out the Christian right for Bush. One of the shocking revelations that soon came out was that during the highly contested and close 2004 US presidential election, “then-Cardinal Joseph Ratzinger wrote a letter to U.S. bishops while the campaign was in progress, instructing them to deny Communion to any Catholic candidate unwilling to criminalize abortion. Ratzinger's letter did not win anything close to unanimous agreement, even among the American bishops, yet he succeeded in creating a public question about John Kerry's status as a Roman Catholic. The shift among Catholic voters in 2004 was small in absolute numbers — President Bush increased his support among Catholics by 6 points from 2000 to 2004 — yet, according to one analyst, it was large enough to turn the election in Ohio, Iowa and New Mexico. It is no secret by now that the IGNORANCE of the issue of GAY MARRIAGE has in the past been used in the USA as a political wedge to usher certain people into public office, which later led us into a war under false pretenses. Since, 1981 when Benedict XVI, as Cardinal Ratzinger took the office in the Vatican as grand inquisitor, he immediately began in a deliberately covert manner to systematically and ruthlessly (in the same way the child sexual abuse cover-ups were orchestrated) silencing Catholic social justice moral theologians, academics, priests and sisters particularly those dealing with the sexual orientation (like the Vatican recent sanctioning of the USA Catholic Sisters for advocating SOCIAL JUSTICE over attacking the issue of gay marriage, i.e. Sr. Margret Farley) we have faced in the USA: (A) the recession of the 1980’s that followed a significant political shift to the right, (B) in the 1990’s the major downsizing of employees, loss of jobs, at the same time the outsourcing of USA jobs and the exploiting the workers of overseas, the tremendous rise in health care cost and the number of uninsured, (C) in the 2000’s came the taxes cuts for the super-rich, led into war under false pretenses, the deterioration  of the USA infrastructure due to years of budgetary cut backs including the staffing and updating of Federal rescue agencies, which led to the massive devastation and tremendous lost of life caused by Katrina 2005 collapsing of the weak levees and the unconscionable lengthy delay and serious lack of competency of the Federal rescue  agencies to aid and save lives.
